Bill Mitchell is the United States' President. Dave Kovic is a sweet natured and Temp Agency operator, who like the President appears exactly by way of a coincidence. Therefore, when Mitchell wants to escape an official luncheon, the trick Service hires Dave to stand in for him. Mitchell suffers a stroke having sex with one of the aides, and Dave finds himself stuck in the role.
