The movie is set in a post-apocalyptic Yokohama, where the mayor is a gay, megalomaniac mayor. The citizens are given drugs to make them not want to be heterosexual. As a hard-boiled police officer, Takeshi Honda (Riki Takeuchi) wants to make sure the mayor does what he wants. Wanderer Ryo (Show Aikawa) is more laid back and ends up with a group of rebels. When the gang kidnaps Takeshi's son, it starts a chain of events that leads to a showdown.
