With their municipality scheduled to become flooded to make way for the building of a new dam, even the denizens of a village have placed their faith. Choi informs the villagers they are going to assemble a church and also a new housing development where they are all able to live together after town is completely submerged. He also says that only 144,000 people are able to go to paradise, and that church offerings are all mandatory in case anyone really wants to"secure their spot." Even the town Reverend Sung, a good-looking and new minister who apparently has the ability to heal the sick, approves of Choi's plans. Behind his guise of devotion, nevertheless, Choi is just a con man posing as an agent of a religion. His authentic objective is to replicate the villagers in their resettlement payment. The single obstacle to this scheme is a cynical outcast who inadvertently discovers evidence of Choi's past misdeeds and suddenly finds himself becoming the middle of resistance from the church institution, Kim MinChul.
